I don't know if it is possible, but people whose phone numbers are unpublished keep them unpublished for a reason - they don't want to be bothered by people selling things to them.

Why would you want to sell to people who aren't interested in buying from you in the first place? You will just annoy them, and possibly cause them to talk about your agency in a very negative way, which could make you lose other potential customers.

Have you ever received a phone call from someone selling you something when you were in the middle of dinner or trying to rush the kids off to school? How did you like it? Did it make you feel good about the person who was calling you?

If a person has put themselves on a "do not call" it might be illegal for you to call them.

Why not try targeting your sales to people who might actually have an interest in what you can provide them. You will make more money for the amount you spend in advertising/promotion.
